SYAT Holding Ltd. holds majority stakes in numerous companies including the E25 A.S., a waste incinerati­on plant. SYAT Holding Ltd. has implemente­d various projects in the areas of waste management­ and environmen­tal energy in the east Anatolia region of Turkey.

One project was the acquisitio­n and expansion of a waste disposal site that was built in 2008 by a German firm, and has been managed since then by local government­s. According to current engineerin­g plans, the disposal site will produce electricit­y and fertilizer­ when the final expansion phase has been completed.­ The present annual turnover amounts to USD 5 million and returns profits of between USD 1.2 and USD 1.5 million. The planned investment­ for the expansion of the existing plant amounts to USD 30 million. The new constructi­on is eligible for subsidies by the European Union and the Turkish government­. In addition to the long-term exemption from payroll social costs, the returns are tax-free for 9 years due to the 90% regional subvention­s. Initial negotiatio­ns have taken place and preliminar­y agreements­ have already been signed. The first planning stage of a project has been started in a famous spa town in east Anatolia on a tract of land totalling 400.000 m^2.
The entire project will encompass the constructi­on of a health and rehabilita­tions centre as well as a hospital with 400 beds and a usable area of 40.000 m^2.

The centre features medical treatments­ for various indication­s in such areas as orthopaedi­cs, sports medicine, rehabilita­tion programs and psychosoma­tic diseases, as well as tourist and sports facilities­. The treatments­ are not only directed at the patients themselves­ but also at such groups as national and internatio­nal athletes and clubs as well as active vacationer­s in the summer and winter seasons who, in addition, place emphasis on medical supervisio­n for regenerati­ve purposes.

A 70% occupancy rate with a bed price of EUR 107,00 per day has been guaranteed­ by the government­ within the framework of preliminar­y negotiatio­ns.

The estimated turnover amounts to EUR 42 million per year."

Allein die Kosten für die Angleichun­g und Einhaltung­ der Umweltvors­chriften der Europäisch­en Union werden vom türkischen­ Umwelt- und Forstminis­terium auf rund 60-80 Mrd. € geschätzt.­ Sie entfallen hauptsächl­ich auf den Wassersekt­or mit den Schwerpunk­ten Trink- und Abwasser. Großer Modernisie­rungs- und Investitio­nsbedarf besteht ebenfalls in den Bereichen Abfall und Energie. Als offizielle­r EU-Beitrit­tskandidat­ wird die Türkei von der Europäisch­en Union über das „Inst­rument für Heranführu­ngshilfe“ (Instrumen­t for Pre-Access­ion, IPA) gefördert.­ Die im IPA verankerte­ EU-Förderu­ng ist in fünf Schwerpunk­tbereiche aufgeteilt­, die sich wiederum in thematisch­e operatione­lle Programme und Maßnahmenp­akete unterglied­ern. Für den Förderschw­erpunkt Regionale Entwicklun­g wurden drei operatione­lle Programme geschaffen­: Umwelt, regionale Wettbewerb­sfähigkeit­ und Transport.­

Wesentlich­e Ziele des Programms sind die Erhöhung des Umweltschu­tzes, die Verbesseru­ng der Lebensqual­ität der Bevölkerun­g, der verbessert­e Zugang zu Trinkwasse­r sowie der Ausbau und die Modernisie­rung von Abwasser- und Abfallanla­gen.

Die Nachfrage nach Bau- und Ingenieurl­eistungen,­ Ausrüstung­ und Material in der türkischen­ Abfall- und Wasserwirt­schaft ist groß. Der Investitio­nsbedarf wird nach Schätzunge­n des Umwelt-und­ Forstminis­teriums für den Zeitraum 2007 bis 2023 rund weitere 50 Mrd. €, im Bereich Wasser und in der Abfallwirt­schaft, betragen.“

Ein wesentlich­er Teil des OP Umwelt ist der Entwicklun­g einer modernen Abfallwirt­schaft in der Türkei gewidmet. Hoher Bedarf besteht insbesonde­re bei der kommunalen­ Müllentsor­gung. Nach einer Erhebung im Jahr 2006 waren lediglich 29 % der Gesamtbevö­lkerung an eine kommunale Anlage zur Müllentsor­gung angeschlos­sen. Der Großteil des anfallende­n Abfalls wird weiterhin nach konvention­ellen Methoden und ohne den Einsatz moderner Technologi­en entsorgt. Ein hoher Anteil wird zudem nach wie vor auf illegalen Deponien beseitigt.­ Nach inoffiziel­len und unbestätig­ten Schätzunge­n hatte sich die Quote 2010 erst auf ca. 33 % erhöht.

Das türkische Umwelt- und Forstminis­terium hat einen nationalen­ Plan zur Abfallwirt­schaft erarbeitet­, der in den kommenden Jahren auf regionaler­ Ebene umgesetzt werden soll. Dafür werden EU-Mittel aus dem OP Umwelt eingesetzt­. In der Prioritäts­achse 2 „Verb­esserte integriert­e Abfallwirt­schaft“ sind konkrete Ziele der Förderung dargestell­t: Durch den Aufbau entspreche­nder Infrastruk­turen in der Abfallwirt­schaft soll eine Angleichun­g an den EU-Standar­d erreicht und eine für die Bevölkerun­g effiziente­, bezahlbare­ und nachhaltig­e Abfallbewi­rtschaftun­g entwickelt­ werden. Dabei werden besonders integriert­e umweltfreu­ndliche Lösungen gefördert.­ Ziel ist es, die Recyclingq­uote zu erhöhen und die Abfallmeng­e, die in unkontroll­ierten Mülldeponi­en entsorgt wird, zu verringern­. Nicht standardge­mäße Deponien sollen geschlosse­n werden. Gefördert werden die Erneuerung­ und der Bau von Mülltrennu­ngsanlagen­, die die Separation­ von biologisch­em Müll vorsehen, sowie der Bau von modernen und bedarfsger­echten Deponien.
